Opportunity

Public Consultation for the Draft updated Integrated Coastal Zone Management (ICZM) Plan for stakeholders and the wider public to share their views on the Plan in 2021.

Response

Wide Stakeholder Consultation

To identify and engage stakeholders, we compiled a stakeholder database with names, contact information, and preferred communication channels. This database dictated how stakeholders were engaged with the relevant information about the ICZM Plan, the public consultation, and future outreach. Through a stakeholder engagement plan, we proposed the most efficient ways to reach stakeholders.

Developing a communications strategy

The strategy was designed to reach, educate and encourage stakeholders and members of the public to participate in the public consultations and contribute to the ICZM Plan during interactive sessions and included success indicators/measurement parameters.

Media Placement, communications materials and tools

Motion graphic videos were created highlighting the issues addressed in the plan and the importance of stakeholder involvement, social media campaigns, 30-sec motion graphic videos, radio, and TV interview coordination, advertising, media relations, e-flyers, and media monitoring, measurement, and evaluation of the communications strategy.

We also created countdown quick facts, content, and design for e-newsletters; as well as interactive posts on CZMU’s social media. All public meetings were live-streamed through CZMU’s YouTube Channel.

Results

  • Eighty-six percent (86%) of respondents agreed or strongly agreed that their awareness and knowledge of coastal hazards affecting the sub-areas of the coast had increased because of their attendance at the public meetings.
  • Ninety-four percent (94%) of survey respondents said they agreed or strongly agreed that their knowledge and awareness of the benefits of the draft updated ICZM Plan and Policy Framework to better protect Barbados’ coastline had increased after attending a meeting.
  • Ninety-four percent (94%) of respondents also indicated that the meeting they attended provided them with the information they expected.

These results exceeded the SMART Communication Objectives we created at the project outset.
